Aberdeen City Council Library and Dundee City Library are both offering free access to the British Library 19th Century Newspaper Collection - register with them and you can use the site from home or in their buildings, though I suspect you'll need to be in the catchment area!
For more info see http://www.aberdeencity.gov.uk/Libraries/lib/lib_Library_Home.asp and http://www.dundeecity.gov.uk/library/onlinedatabases.
